Rep. Sam Liccardo Works to Increase Talent Flows to Silicon Valley

May 8, 2025

WASHINGTON, D.C. – Representative Sam Liccardo (CA-16) led a letter requesting the House Appropriations Subcommittee on Homeland Security continue to provide affordable naturalization services and expand online filing services for low-income applicants who seek a reduced fee or fee waiver. Currently, online filing to become a U.S. citizen is available for those who pay the full fee, but those who request a fee reduction or waiver must submit their application on paper. This dual-track system creates unnecessary administrative burden and processing delays for both applicants and United States Citizenship and Immigration Services (USCIS). Forty House members signed onto the letter, which, if accepted, will aid in bringing more talent to Silicon Valley – fueling the innovation economy.

“Naturalization is one of the most significant services USCIS provides, producing measurable economic returns for both individuals and the nation,” said Liccardo in the letter. “Ensuring that eligible lawful permanent residents (LPRs) can access the naturalization process – affordably and efficiently – promotes workforce participation, expands the tax base, and strengthens communities across the country.”
