Rep. Liccardo's 2025 Community Project Funding Requests

Rep. Liccardo has submitted the following projects to the Appropriations Committee for their consideration in Fiscal Year 2026:

San Jose State University Research Foundation – Micro Maker Space for Semiconductor Prototyping ($3,000,000)

The funding would be used to establish a widely accessible Mirco Maker Space with modern equipment to enable users to explore and innovate new ideas using many of the advanced fabrication techniques used in state-of-the-art microelectronics. This project is an appropriate use of taxpayer funds because it will recruit, train, upskill, and inspire a new workforce while providing a collaborative space for innovation among academic researchers and local industry. San Jose State University Research Foundation is located at 210 North 4th Street, Third Floor, San Jose, California 95112.

City of Mountain View – Charleston Slough Tide Gates Improvement Project ($2,625,000)

The funding would be used for replacing the tide gate system at Charleston Slough to prevent flooding during major storms. This project is an appropriate use of taxpayer funds because it will reduce the risk of overtopping existing levees that protect Mountain View and Palo Alto from flooding during storms. The City of Mountain View is located at 500 Castro Street, Mountain View, California 94040.

Montara Water and Sanitary District – Seal Cove Utilities Relocation and Coastal Protection Project ($2,500,000)

The funding would be used for replacing and relocating potable water and sewer pressure pipelines in the Seal Cove area located on the bluffs of the Fitzgerald Marine Preserve where seismically active fault traces are currently moving and causing the pipelines to break and may potentially cause further damage to the bluffs, personal property of the residents in the area, the public, and coastal environment. This project is an appropriate use of taxpayer funds because it will protect the coastal environment and utilities that serve residents in San Mateo County. The Montara Water and Sanitary District is located at 8888 Cabrillo Highway, Montara, California 94037.

City of San Jose – Copper Theft and Wire Vandalism Video Surveillance System ($1,200,000)

The funding would be used for installing approximately 100 surveillance camera systems in locations around the City that are most impacted by copper theft and vandalism. The surveillance camera system would include a camera for video surveillance; streetlight controllers that would provide network communications for the cameras; operational notices to indicate if streetlights in the immediate area of the video camera have lost power due to theft or vandalism; and upgraded streetlight fixtures to accommodate the streetlight controllers as needed. This project is an appropriate use of taxpayer funds because it will deter theft of copper wire that causes outages of streetlights, creating unsafe conditions for road users and diverting funding for repairs from other city services. The City of San Jose is located at 200 East Santa Clara Street, San Jose, California 95113.

City/County Association of Governments of San Mateo County – Strengthening Coastal Resilience: Smart Infrastructure & Emergency Preparedness for San Mateo Coastal Communities ($1,276,000)

The funding would be used to equip signalized intersections with generator back up and connection capabilities, develop a Coastal Incident Response Plan to guide transportation management during emergency events, and implement Intelligent Transportation Systems in high need areas.  This project is an appropriate use of taxpayer funds because it will improve mobility and coordination during unplanned events and emergencies. The City/County Association of Governments of San Mateo County is located at 555 County Center, 5th floor, Redwood City, California 94063.

County of San Mateo – Mirada Road Resiliency Project ($2,000,000)

The funding would be used to repair Mirada Road and protect it from future storm damage. This project is an appropriate use of taxpayer funds because it will enhance public safety, reduce emergency response times, and minimize economic disruptions during power outages and natural disasters. The County of San Mateo is located at 555 County Center, 5th floor, Redwood City, California 94063.

City of Mountain View – Evelyn Avenue Affordable Housing Project ($3,000,000)

The funding would be used to build an affordable housing development at 57 – 67 East Evelyn Avenue. This project is an appropriate use of taxpayer funds because it will provide housing for low-income individuals and those experiencing homelessness. The City of Mountain View, located at 500 Castro Street, Mountain View, California 94040.

Town of Woodside – Mountain Home Road Bridge, Woodside, California ($1,200,000)

The funding would be used to replace Mountain Home Road Bridge in Woodside, California. This project is an appropriate use of taxpayer funds because it will replace an aging bridge that provides critical transportation connections in Woodside. The Town of Woodside is located at 2955 Woodside Road, Woodside, California 94062.

US Army Corps of Engineers – CAP Sewer Authority Mid Coastside Resilience Project – Section 205 ($100,000)

The funding would be used for a Continuing Authorities Program Section 205 feasibility study of flood protection measures for a wastewater treatment plan in Half Moon Bay, California. The project is an appropriate use of taxpayer funds because it will provide flood protection for a facility that serves 27,000 Coastside residents and has been at risk of failure during recent storms.

Town of Los Gatos – West Valley Mobile Navigation Center Van ($200,000)

The funding would be used to acquire a mobile navigation center that will bring essential services to homeless individuals in Cupertino, Campbell, Saratoga, Monte Sereno, and Los Gatos. The project is an appropriate use of taxpayer funds because it will provide a mobile, low-barrier access point to essential services for unhoused and housing-insecure individuals. The Town of Los Gatos is located at 110 E Main Street, Los Gatos, California 95030.

City of San Jose – Seismic Resiliency Rental Unit Preservation Financing Program ($2,000,000)

The funding would be used to help owners of naturally affordable multi-family rental units comply with the City’s seismic retrofit ordinance. The project is an appropriate use of taxpayer funds because it will reduce the likelihood of damage or loss of life during a major earthquake. The City of San Jose is located at 200 E. Santa Clara Street, 17th Floor, San Jose, California 95113.

Pacifica School District – Pacifica School District Workforce Housing Project ($3,000,000)

The funding would be used to build affordable housing for the school’s teachers and staff at 930 Oddstad Boulevard, Pacifica, California. The project is an appropriate use of taxpayer funds because it will provide 70 new housing units to help address the shortage of affordable housing in Pacifica, particularly for teachers and other school staff. The Pacifica School District is located at 375 Reina del Mar, Pacifica, California 94044.

City of Palo Alto – Fire Station #4 Project ($3,000,000)

The funding would be used to rebuild the City’s Fire Station #4 to address operational deficiencies and ensure the facility can remain operational during a major disaster. The project is an appropriate use of taxpayer funds because it will improve the City’s ability to respond effectively to emergencies. The City of Palo Alto is located at 3600 Middlefield Road, Palo Alto, California 94303.

City of Campbell – Campbell PDA Enhancements ($1,970,000)

The funding would be used for a suite of transportation projects to improve walking, bicycling, and transit access as well as streetscape and landscape improvements in historic downtown Campbell and surrounding areas within the City’s Priority Development Area. The project is an appropriate use of taxpayer funds because it will improve safety and provide better pedestrian connectivity by incorporating more pedestrian-friendly routes to help guide pedestrians in downtown Campbell to safer and shorter walking paths and crosswalks. The City of Campbell is located at 70 N. First Street, Campbell, California 95008.

City of Half Moon Bay – Eastside Parallel Trail, Segment 2 ($2,200,000)

The funding would be used for construction of a Class I trail in Half Moon Bay along Cabrillo Highway (State Route 1) between Spindrift Way and Ruisseau Francais Avenue. The project is an appropriate use of taxpayer funds because it will enhance safety for pedestrians and cyclists, especially children and seniors, and support the local economy by attracting more tourists and visitors. The City of Half Moon Bay is located at 501 Main Street, Half Moon Bay, California 94019.
