Many Americans might understandably believe, amid all of the wailing and teeth-gnashing over devastating cuts to Medicaid, food programs, and student aid spending, the GOP leadership must be proposing a budget that will reduce our monstrous $1.9 trillion deficit.
They would be wrong.

Why does the government shut down?
The government shuts down when Congress is unable to pass appropriations bills that finance the operations of federal agencies and programs, such as the National Institutes of Health (NIH) or the Supplemental Nutrition Assistance Program (SNAP). These appropriations bills are designed to fund the government until the conclusion of each fiscal year, which ends on September 30. Currently, the government is funded through March 14.
WASHINGTON, DC—Just days before a potential government shutdown, House Republicans introduced another eleventh-hour stopgap funding bill that does nothing to lower costs, withholds veterans’ benefits, cuts affordable housing programs, and gives President Trump and Elon Musk nearly unfettered power to move funding between programs without the clear Congressional direction that accompanies more typical appropriations bills.

“If you don’t think the Trump administration’s illegal impoundment of all federal funding will harm every corner of our community, consider the thousands of parents who cannot go to work if they depend on child care funded by Head Start, and the millions of residents imperiled by potential delays in the rebuilding of the Anderson Dam.
