Liccardo Leads Effort Opposing Changes to Housing Program

November 24, 2025

WASHINGTON, DC – Today, Rep. Sam Liccardo (CA-16) pressed Housing and Urban Development Secretary Scott Turner for answers on the Trump Administration’s decision to cut billions in permanent supportive housing services in the Continuum of Care (CoC) Program. The Continuum of Care program and its investments in permanent supportive housing ensure that those most at risk can receive supportive services and have a roof over their heads. Gutting a proven system that decreases homelessness and adding barriers to access housing services puts roughly 2,000 people in Santa Clara County and 170,000 Americans at risk of homelessness.

“By slashing the Continuum of Care Program’s permanent supportive housing funds without any transition plan, the Trump Administration is throwing our most vulnerable neighbors into the streets, and our communities into chaos,” said Liccardo. “Cities that have relied on CoC to move people off the streets will feel the damage almost immediately. It’s disgraceful, dangerous, and disastrous to our efforts to tackle our homelessness crisis.”

Liccardo’s letter has garnered support from 32 colleagues in the House of Representatives. You can read the full text of the letter here
