Congressman Sam Liccardo’s Bipartisan Housing Reforms Pass the Senate

March 12, 2026
WASHINGTON, D.C. — Today, the Senate passed an amended bipartisan housing package, the 21st Century ROAD to Housing Act, which includes five bills authored by Congressman Sam Liccardo (CA-16)
The package — which includes Liccardo’s BUILD Housing Act, the Unlocking Housing Supply Through Streamlined and Modernized Reviews Act, the RESIDE Act, the UNLOCK Act, and the Property Improvement and Manufactured Housing Loan Modernization Act— marks the most significant federal housing effort in decades.
“Families across the country face rising rents and housing costs because housing construction takes too long, costs too much, and faces too much red tape,” said Liccardo. “This package makes meaningful progress, but we have much, much more work to do to support the millions of families who struggle to pay rent.”
The package must pass the House unamended once more before it heads to the President’s desk.
